I think the point is you want your opponent to take 2 bad shots versus giving him the shot he's most comfortable with.
That was easily the biggest mistake of the Morey regime. That whole chase had a domino effect on how the rest of the roster was constructed (ended pursuit of Lowry and was a catalyst for Parsons to the Mavs). Luckily, Morey is also great at pivoting on a dime and correcting for mistakes, hence the current deep roster and record in spite of injuries.
I read that as saying that if you were able to take 2 bad shots instead of one good one, that might work out better if the probability of making at least one of the 2 is greater than the probability of making the one even if the associated probability of making the good shot by itself is higher than either of the bad shots. So this would be an argument for playing at a faster pace. But you may be right, it depends on the probability, i.e., how bad are the shots versus the good shots
