He wasn't equating true patriotism to cowardice. He was equating what passes for patriotism. It was a very appropo quote that I showed my wife because I was so impressed by it. He was speaking to people like many in this administration who say speaking out against the war isn't supporting troops or being patriotic. When I believe true patriotism is standing up for what you believe is best for the country you love. If someone believes this war is bad for the country we love, then speaking out against it, is being very patriotic.
Those who are bullied out of voicing their decent would fit that bill, but more importantly the people who are scared to hear the criticism, and try squash it by calling it unpatriotic or supporting the enemies, would fall into the category of cowards.
