Probably, but that seems dumb. The strategy of "hey let's just be mediocre and wait for a star FA to come to us" is so obviously bad. Even the LA Lakers struck out for years using that strategy, so why in the world would it work for the Clippers? Yet, many teams seem to take this approach. I'm glad that the Rockets are always aggressive, even if it sometimes backfires.
