They just haven't gotten around to posting signs yet... In fact, that lady and her dogs own the world. Because they are all that matters in the universe. You should have bowed down in her presence. Not in all states they don't. In many states (like Texas and New York, IIRC) pedestrians only have the right of way if they are in a crosswalk and they are not impeding traffic by crossing when it says not to. Otherwise, why the hell do we have jaywalking laws?
