Except he did - the plane is going to be used by President Trump and no other President, and when he leaves office, the plane goes to his Presidential library, at the expense of the tax payers and he can do with it what he wishes. So he gets a plane from Qatar and he gets to have the remodeling and upkeep paid for by the tax payers.
