It is possible, but the better answer is that 'encounter' is simply not a good proxy for 'illegal immigrants.' How is it possible? If you include foreign nationals who overstayed their visas, thereby becoming 'illegal' immigrants, the number of 'illegal immigrants' might exceed the number of encounters at the southern border. There were close to 1 million that overstayed their visas per year in recent years. Why is it such a poor proxy? 'Encounters' include asylum seekers, who are NOT 'illegal' immigrants; they are simply asylum seekers. It also counts those who crossed the borders at the designated checkpoints or non-designated checkpoints but were immediately sent back because they weren't qualified to pass through; thus, they are no longer even in the US to be considered 'illegal immigrants.' It also counts those who tried to cross the borders multiple times. It has almost nothing to do with the actual number of illegal immigrants who were able to crossed into the US. If DHS were to shut down tomorrow, 'encounters' would go down to zero. No one would then argue that illegal immigrants have ceased.
The repugs even immigrants like ATW see demagoguing the issue as a way for their buds like Trump and Margie Taylor Green to win elections. What can they do when they have no accomplishments to run on.
