Not submit a budget that could be criticized ahead of time, keep making supplemental increases that can't be planned for by congress like they could if they knew in part what was going to be needed. If Congress knew some of what was going to be spent on the war, they could cut spending in other areas. But because the Whitehouse is afraid of having their plans scrutinized they just keep submitting as they go. It was obvious to everyone that our troops would be there a year and require money, but Rumsfeld wouldn't commit to that, and the whitehouse wouldn't submit a budget for at least that part of the costs. It's so confusing to us in the Blue states. I mean all these plans and wars, and the President wants to fund them with imaginary dollars. It must be because I don't like govt waste(like 20% of our taxes paying for absolutely nothing except intrest on the debt) that makes me think the deficit is a bad idea. I guess if I lived in middle America my understanding of how to run a government without taking in enough money made good sense.
