i am the exchange administrator so its well within my rights and job description to do so and I have done so in the past without issues. This is the first time there was an email where language was used in a sexual manner usually its F! the patriots etc... to a friend i would usually let it through sometimes i had to stop it and notify the person sending it. AS--drama queen? how is this not my business there could be serious professional ramifications for me either way if I do tell or if I dont tell...so I find it my business completely seeing how I was just doing my job as for my buddy maybe i just hold myself to a higher moral standard blame my parents for that. i rather be accused of being too "ned flandersy" than be shady

First things first, blocking Lakersground? EFFING BRILLIANT! Second, if/when you DO bring it up to the owner, be INCREDIBLY vague. You don't want to seriously rat this guy out....you just want the situation completely out of YOUR hands.
It depends on how close you are with your boss. I would probably not tell on him. I might mention that as exchange admin you would advise him to not use company e-mail for for personal business if it violates the offensive language and subject matter policies. Or better yet don't mention it to your boss. Send a general reminder about using company e-mail for personal matters. In the memo list foul language inappropriate or offensive subject matter. Your boss will get the hint, you've taken action about what you discovered so you will be covered if anyone tries to turn it around on you. Nobody is humiliated in front of their others, but the folks involved will feel their own shame and embarrassment. Just make the memo very professional, and don't mention any specifics. If you feel you need to, mention that some staff haven't been adhering to certain policies at the company, including... (insert e-mail regulations here.)
Document everything, and then make copies. Make sure you write up conversations and throw them in the file. For instance: "Had lunch with Boss on 5/19 at 1230 at Burger King. Informed him of the email. He responded by saying..." "5/20 at 1040: HR Lady came by my desk and talked about how much she valued my friendship." And so on. In this case, information is insurance and the more you have, particularly with names, dates, times, and places, the better prepared you'll be for any possible outcome.
Whats so wrong about going to the owner and explaining to him you have a delicate situation and you don't want to end up in a compromising position? Hell, just refuse to name the 2 people involved until you know you're in the clear. You're dealing with company ethics here.

In the general scheme of things - who cares. Assume it was not your boss and it was not the HR manager, would you report it to anyone? If you saw your boss and the HR manager out for dinner (and an email had never been sent), and it was clear that it was a romantic dinner, would you report it to anyone? Is it against company policy to inadvertantly send an email with inappropriate language? Is it against company policy to use the company servers to visit recreational web sites?

Sorry to be a grammar d**k, but it would be intra-office mail that is only within the office. Inter-office mail transmits between offices. That being said, please follow the advice of others and speak with your owner.
as for the dinner i would approach my boss directly about it since what could look like a romantic dinner may not have been. it would be another thing if i saw them tongue wrestle at the dinner. it is against company policy to send out emails with inappropriate language..every employee signed that form when they were hired. it is up to the discretion of the IT dept the validity of websites that are surfed here at work due to the nature of our business. We had to allow someone to browse an adult website once for business reason.
