No it isn't legal to shoot someone if they're fleeing from you. Your life is no longer in danger if they're running. If they break into your house though, and you pull a gun, and they run, I believe you can shoot them. BUT THIS IS EXACTLY WHY I HAVE A CONCEALED HANDGUN LICENSE. I WOULD HAVE BLEW HIS FORKING BRAINS OUT AND THAT'S A FACT. If you're already at gunpoint, I don't know, maybe you could say, "Hang on, let me get some money for you." Easy solution. Government acquires all the guns in the country... Illegal to sell. If you want one you have to go through a training, can't have any criminal records, and they keep a tracking device on it or soemthing.
Sounds like Japan, but if you go mess around with the Yakuza you'll find they still find ways to arm themselves. For some reason Americans feel they have a green light to pull a gun and use it under certain circumstances. Now in the case of protecting your home I can see the logic, but on the streets we have to many pistol packing trigger happy people looking for trouble. I would be in favor of putting more cops on the job as a short term solution, but in the long term we have to start some kind of anti-gun education in schools. Kids grow up watching to many Good Fellas type movies and every body wants to be Robert Dinero. Changing human behavior is one of the hardest things to do, but we're never going to get anywhere if kids keep whitnessing shootings as a way to solve problems.

According to freakanomics, crimes dropped b/c abortions became more readily available, so more mothers that were not able to provide for their child or otherwise would have neglected them were getting abortions. Not sure if I buy it, but there was interesting correlation between places that had legalized it or made it more accessible earlier than other places and the timing of the crime drops
There were probably a few cops within a couple of blocks who were busy writing people tickets for license plate frames and tinted windows while this guy was getting shot. But who cares! Gotta keep the state/city coffers full!
In the neighborhood where I come from, this kind of stuff used to happen all the time. The worst part of it is that after a while everyone in the 'hood would just start blaming the people that got shot ("they shouldn't have been there at that time, shouldn't have gotten in the middle of that mess," etc.) rather than the people doing the shooting. It was as if fatal violence was just a fact of life or force of nature that everyone simply accepted without holding the perpetrators responsible.
What neighborhood was that, if I may ask? I lived on Cullen Blvd., near Scott Street, and while I was there, I believe three people got robbed at gunpoint right in front of my door, one woman got raped on campus and one professor (I think from TSU) got killed in the drive-through at the McDonald's over there.
Arjun, you should call the cops and tell them what you saw. Those punks need to be put away. Upholding the law is everyone's job. That's not true at all. In close combat, knives are much deadlier and have a higher percent chance to hit.
