Does this minimum have to be reached by the Beginning of the season? And do the Rockets have to maintain that minimum amount through out the whole season even after the trade deadline? These are my 2 questions if anybody happens to know the answer let me know...thanks.
Not a bad idea. We could also force teams to make some tough decisions that could affect their cap situations in future years. This would help to hamper some competition for future free agent pools. Reaching the floor will not be an issue. There is no real punishment if you don't reach it and it's simple enough to sign guys to 1 year deals.
