They know the difference, they just don't think a legal version should exist. It is also telling that they aren't putting forth a law or resolution saying that immigrants would be ineligible. If that was really the reason they can't agree, why not put your money where your mouth is? That's right, it isn't really about that at all. They do not want the health benefits extended for anyone.
I totally agree with you thye know it can be fixed with little effort but as you stated they don't want benefits for anyone but themselves.
