    Well, from the pictures:

    Monocle wearer number 1 is General Antonio Spinola of Portugal, who at one time was briefly the President of Portugal. He was a successful field commander, eventually awarded the rank of Marshal.

    Moncole wearer number 2 is First World War general Hans von Seeckt - a successful member of the German general staff throughout the conflict, and an old-line Prussian military officer. He was responsible for rebuilding the German army during the age of the Weimar republic (incidentally he fell out of favor with the rise of the Nazis due to his jewish spouse).

    Monocle wearer number 3 is immortal Oberst (Colonel) Wilhelm Klink as portrayed by Werner Klemperer. His successful guardianship of Hogan and his men in Stalag 13 for several years speaks for itself. He may have even been responsible for Bob Crane's murder.
