Yes you can. You should not blame all Muslims, but you can certainly blame the ideology. Again, nobody said all Muslims are terrorists. There are many Muslims who were born into the religion and just ignore the bad parts. And even converts can always rationalize things so they fit into their natural empathy. But ISIS is closer in behavior to the founder of the religious ideology of Islam than Hakeem is. So Hakeem can be a good person despite being a follower of Islam, not because of it.

I'm sorry but ISIS didn't invent Islamic terrorism and violence. There's been violence and conquer and destruction in the name of Islam since the religion was founded.
You can certainly think a particular faith or lifestyle is terrible and like those that are part of the faith or lifestyle. The totality of a person isn't their religious faith. Some people are nominally religious, more secular or choose not to practice parts of the faith that are horrible or objectionable. The founder of Islam would be incompatible with the modern world. He was a pedo rapist that killed a great number of people. Some of that was the world he lived in; but that is kind of the point.
