No, that's not the case. With so many highschool kids and young International players, the draft is now based more on potential versus, say, seven, eight, ten years ago when the college to highschool/International ratio was much higher. The quality of the draft is not decreasing, it is actually increasing in a broad sense. Every draft will fluctuate from year to year, but as the game grows throughout to world so does the talent pool. I think it only seems to be lowered in your eyes because the players are less known and the return may be four or more years away.
It varies year to year. Some years, like this one, it is horrid. Other years - like Yao's year and last year - turn out to be pretty deep. A lot is based on who declares and who is eligible.

The fact of the matter is, that you don't know untill the players play. You can't pass judgement on the draft, which is based primarily on potential, even two years after. You may have a better feel at that point, but you still have not fully grasped the potential of the players, which at that point are probably only 20 or 21 years old. Don't be so quick to write everything off. Some players, especially prevelent in International players, take longer to develop.
