what happens to the salary of Miller on the amnesty if no one picks up? Heat have to pay the whole thing while not counting against the salary cap?

I don't think you understand how the salary cap works. We're over the cap already. We can only offer the min and room exception. And who do you propose we go after? Mike Miller would be a great pickup; hence why the Spurs, OKC, Memphis are after him along with us.
YOU CAN ONLY GO ABOVE THE CAP AND INTO THE TAX TO KEEP YOUR OWN PLAYERS. i.e. re-signing Parsons in a year or two for $10 million/year, as opposed to the $1 million/year he's making now. You can't sign outside free agents once you're at the cap, other than for exceptions. Learn the basics of the cap before you go condescending mode.
