I also think Bosh's agent can exert pressure on Miami to make this happen, since all GM's know that they have a large input in providing future free agents and future player flexibility when thier own teams need the benefit of the doubt down the road. Riley may not paly ball but if so he would be shooring himself in the foot for the future agent and player cooperation.
