I think you're misunderstanding it. It's saying you can't sign and trade another team's free agent (I.e. We sign and trade Lowry to Dallas for Monta Ellis).

Parsons seems like the guy who fits better in a place like New York or LA. He seems to love the spotlight. That being said, third star + Parsons on the Rockets please. :grin:
