Yes, Bosh stays in Miami if they can work out the money. The problem is Lebron wants the max and Bosh is only willing to go down so far. If they can't work it out then there's no cap space available to improve the team and James likely leaves. If James decides to leave then he's the #1 target for any team with cap space. No debating that. If we can't get Lebron then Anthony, Love or Bosh are all viable options that would greatly improve the team. We can debate best fit all we like but realistically, the first chance you get to acquire one of these guys you do it. If you get too choosy and delay on signing a guy then you could end up getting left out on all of them.
While I understand Lebron wanting his max money, it seems that alone has put a serious dagger in Miami's attempt to improve. Now with Bosh acting like he wants his money also, sure looks like Miami vice could implode at any time.

The interesting part about the Stein report referenced in the OP is the part where he says Bosh or Dirk would have been on top of HOU's FA target list if HOU thought they were available. I read this as would suggesting that Melo is actually below these two in HOU's mind. I wonder how Melo feels after reading this, finding out after all the recruiting that he is just the one Morey settles for because he happened to look more willing to put out. Maybe it makes Bosh feel good? Is this just Stein's opinion? Is this something that is widely known among the NBA circle all this time that Stein is citing as background?

Agreed. Possibly setting the stage for a graceful exit from Miami. Rather than simply walking out on Bosh and Wade he now has a built in excuse that Miami doesn't have the ability to improve the team.

It is not beyond the realm of possibilities that this was his plan all along. Force Bash and Wade to take big pay cuts to improve the team. In which case his aims are satisfied in staying. And when and if they don't, defer the responsibility for Miami's disintegration to others, alleviating and avoiding a fallout from "the decision" 2.0 upon announcing his signing elsewhere.
While Bosh could get a max offer from someone, teams able to make max offers have 2-3 other players they would rather pay that money to besides Bosh. Until those 2-3 players are off the table, Bosh isnt getting that offer.
If I'm Bosh I'm flying to Houston ASAP trying to win a contract bigger than the one offered in Miami. There's no reason for him to play out of position, for less money, with such a small role in the offense. He can pull off a McConaughey-esque career revival if he finds the right team.
