The room to adopt Chinese basketball players in Euro is way more smaller than that in the States. IIRC, there are quota assigned amongst Euro basketball teams and they are expecting their foreign players to contribute immediately instead of cultivating players for other countries. Someone who knew the Euro rules better here please correct me if I am wrong.

I knew that Indonesia did have an interesting model that may be useful for China. Indonesia exchanges athletes with Italy where they send their soccer players to Italy to be trained with the big clubs in Serie A, and Italy sends badminton players to Indonesia to be trained with their National team. Now does anyone know if Barcelona and Real Madrid have their own badminton and ping pong departments? :D

No, I agree with the other guy...proper allocation of scarce resources is economics. :)

How did the old Soviet ice hockey teams get so good?

It may apply in this situation.

I don't think their players were allowed to play in foreign league (much less the NHL). How did they get so good?

I miss the big red "CCCP" during the Olympics. It's kind of funner (in sports) when there's a unbeatable "bad guy" (see 1980 Lake Placid).
