If nothing happens, I would probably equate it to Y2K. It's still early though, so I'll keep my fingers crossed.
Hurricanes don't carry any electric charge so you will just get rain and no real thunder and lightning.
I heard on one that there were thunderstorms around the eye-wall, then again I could be wrong. Also be careful of tornadoes...
The heavy rain is to the east of Houston right now. From the radar I looked at a few minutes ago, most of Houston should be getting sporadic showers or sprinkles. In the meantime, Beaumont should be getting pounded right now. I think on wunderground they showed 1.5 - 2 inches of rain in about the last half hour.

This is correct. Lightning comes from strong charges of electricity in the atmosphere. Cyclonic storms do not carry with them that kind of electricity.
So, is the worst over yet? By worst I mean the wind, the rain, and any flooding caused by Rita have passed their peaks.
Yes, unless you are north and/or east of Conroe. Anywhere to the south and west of that general vacinity is going to begin to clear out now.
