In defense of Les, it shouldn't be expected to deliberately blow out the luxury tax unless the team is a legitimate contender. It's foolish to do it to try and spend your way from 45 wins to 50, for example. There were no Rockets teams in Les' last 15 years that had a serious chance to win the title except maybe '08 and '09, and both those seasons were destroyed by Yao/McGrady injuries so in retrospect there wasn't much that big spending could have done. So yeah, you can look at him paying tax one time in a 13 year stretch and shake your head, but that 13 year stretch included very few times that would have been logical to spend big.
