Unfortunately, many ISIS members are fluent in Arabic and read the Quran, its tasfir and the hadith quite carefully. In fact, I bet they have more knowledge of the life of their prophet more than Exiled or pretty much any other Muslim on this message board.

Do they read Quran: maybe. Do they understand it: obviously not .
are some fluent in Arabic: tricky Q. Normal conversation and regular tasks is easy of course for natives speaker. But Quran is written in a sophisticated way for 90% of natives speakers to fully understand it especially when sometimes 1 word= to 10 words in English. This why there are many translation but non does a complete job.

There are issues when different people have different opinions over it like : hijab

But like the case of Protection/ of churches, priests ,worshipers are clearly understood from further explanations from Hadeeth ,you don't see scholars arguing over this matter.notice that protection as an obligation
