You are correct. A team has 48 hours to match an offer sheet. In addition, the offering team cannot use the cap space that is being held for the RFA. This can tie up a significant amount of money and prevent the team from pursuing other free agents.
Most likely, there will be a team left with cap space after the initial flurry, making the next two days less important. It really comes down to whether a team is willing to test the Rockets. With the Rockets likely having some certainty on contracts right now, the best case is Tari gets lowballed and Rockets can use TP-MLE. I think Tari on 3 years, but not triggering 2nd apron in any of those would be a good outcome. I'd see Tari wanting more than Rockets can fit under 2nd apron a bad outcome. I just don't value the TP-MLE exception enough that I would risk a bad outcome if the Roickets could extend at a good outcome now.

That only works if they go the extension route, or he has problems during the season. My understanding is that it takes a long time to recover after that surgery, but the prognosis after that is usually good as long as there aren't other issues (soft tissue things). If he has a healthy season, probably can add $5-10M a season onto whatever he would sign now.
