Japan spent all the money they could on schools, firestations, and roads pretty quickly. The United States will do the same during the first $30 Billion or so of this package. For Japan, when that didn't stimulate (Infrastructure spending almost never does*. That's not a statement on their worthiness, just their effect.), they went on to building really big bridges to nowhere, really big airports to nowhere, and random monuments.
