[Rebuild] New Orleans or Iraq?

    You could say that about any group of government employees. But that isn't what the National Guard does. They could be used to fix the highway system in Houston so there isn't so much traffic, but that isn't what they are used for. If there was no intervention in Iraq the Louisiana National Guard would not be rebuilding NO, IMO. Although it might be possible(although even that is unsure since we don't know of any such action), it is unlikely as that is not the sort of mission it undertakes. They are used for emergency response to help people evacuate, to maintain order, to fight fires even, but not for construction of cities.
