The DC hire was Reid but he actually coached the defense pretty well in this second season before he was fired, which lead to the defense going to complete crap. But the GM let the team down similar to how the previous Texans GM let the organization down by giving the wrong players too much money. A little more cap flexibilty and maybe they could have had a quality back up offensive lineman or two to replace one of the ones that got hurt and doomed their current season. It is the small signings as well as the big ones that go into a GM's success. Also, while I am no Eagles fan, the treatment of vets like Brian Dawkins and others before him and not willing to even try to retain them does speak toward his performance.
