What he really means is that he's looking for Pacific coast type of contract, that's why Houston and its reasonable standard of living doesn't suit him.

Rashard is playing in FL period, doesn't want the added pressure of friends, families, and groupies in the Houston area. It is a lot easier to reach the NBA finals in the east than west and he knows that. Imagine a Miami team with Wade, Lewis, and Shaq on the floor.
