Sounds like you're antisocial. This could be the root of the problem. Is there any neighborhood group activities you could join in. They wouldn't cut the cable if they just knew what a nice guy you are.
Apparently it's become more cost effective for Time Warner to send one contractor out to install/replace the wire running from the box to the house, and then send out a different contractor within the next week to bury it. At least that's how they did it a couple of months ago when I had the wire to my house replaced. Took the buriers about a week to come after the initial service guy came, which i found to be quite annoying. Stack, I'm sure they'll tell you no, but you might ask them if they could connect you to a different hub in somebody else's yard.
Your neighbor is definitely stupid. Maybe, just maybe, he is so utterly stupid/paranoid that he sees these multiple cables coming off of "his" box, and thinks all of his neighbors are stealing his cable, so he cuts them.
I would suggest joining a neighborhood watch program. Stack can be in charge of watching over the cable box.
Well I work long hours and basically 7 days a week...it's not like i don't know my neighbors on my side of the street. We say hi to each other every day...and they know my parents as well....]
