He did say that phase 1 of the rebuild (tank hard and land some high draft picks) is officially over, and that phase 2 (bring in some FA vets and start to climb back up from the depths) has begun.

Many of us already knew that, of course, but it was good to hear him confirm it.

 

It's funny to hear that a GM can start answering a question with "I don't know"
