Scar, That is EXACTLY the way to go about it. Make the programs assist the poor. Poor knows no skin color.....if everyone that is poor has an equal opportunity to these prorams then I am all for it. It is a fair and "JUST" methodology. Simply assist the less fortunate, and since Timing & River are saying that Black folx in general are less fortunate, they would benefit the most. I like it....all in favor...say AYE !!! DD
