It really is amazing how GW has increased the budgets of programs like this but in the eyes of many they would say he has no compassion or if asked they would claim he has cut budgets on things like money for Aids in Africa. Anyway he has been a poor president who will no doubt have history look poorly upon his legacy but I think he really does mean well but was just unqualified for the number 1 job.
It's more Cheney's Legacy than Bush's. Dubya just came along for the ride and got a photo album out of it
