I'm not sure if this was TC. It may have been Rob Lowe or some other guy instead. It was the talk of school back in the day.

TC plays a college dude in this movie. He makes out with his girlfriend in a car. Then proceeds to slip his hand inside the front of her jeans. It's somewhat tame by today's standards.
