    Yes he did. Saddam's WMD brouhaha was an effective deterrent to fend off his chief nemesis Iran (and to a lesser degree Israel), a tactic in Hans Blix's words:

    "...just as you may scare people from your house by hanging a sign reading 'beware of dog' without having a dog Saddam Hussein might have wanted to scare Iran and others in the region and to stand tall and dangerous in the Arab world…"

    Of course, the weapons inspectors who were on the ground in Iraq until Bush pulled them out didn't believe that Iraq had WMDs, but Bush couldn't be expected to believe people who had first hand knowledge over a guy like Chalabi who hadn't been to Iraq in over two decades.
