I just got an email addressed to Margaret Meade from PayPal confirming that my PayPal account had been closed. 10 minutes after, another email to Margaret Meade confirming my new PayPal account. My name is not Margaret Meade. Links look legit, though I didn't click them. Is there a scam here somewhere? Can't figure out whether I should be concerned or not.
Pay Pal is always receiving Phishing attacks. When you hover over the link what site shows up on the bottom left of the page it's about to link you to?
Hyperlinks look real enough, the actual embedded links appear correct (variations of https://www.paypal.com). I don't trust any PayPal related emails enough to click through the links, even if they are properly addressed to me. I realize PayPal is one of the biggest phishing targets. Just hadn't heard of or seen this one before.
The only legitimate emails from paypal will have your registered name in them and will usually ask you to log in to your account and not to click a link.
Even if I did had a legit paypal message, I would log in directly from paypal and check the status from there.
Yea beat me to it. If you actually have any alerts they will show up instant you login, so no need to ever click PP link.

PayPal is well known to be run by a league of Satanists. It's important to ignore most of their e-mails. I like that my PayPal account draws interest, though.
I'm sure you will all be happy to know that the account that was opened after the initial closure for Margaret Meade has now also been closed. Need to forward them to PayPal. ElPigto, was the one you received addressed to Margaret Meade as well?
