    Let's say Stone did something wild like trading Russ to the Knicks for a couple of future 1sts without taking any player/salary back. That would generate a ~$41 million TPE correct? Or would the team going under the salary cap impact that TPE?

    Yes, it would generate a ~$41 million TPE in your scenario.
