My friend ordered some stuff online and the bubble wrap came with it. However this wasn't your normal, every wrap. It wouldn't pop. The bubbles just expanded.. didn't pop. Anyone encountered these before? It's frustrating.

 

Was that the kind that had a flat layer on top AND bottom? (as opposed to the fun kind that have a flat bottom and bubbles on top)?

..... (and, no, I'm not asking if YOU have a flat bottom and bubbles on top... just asking about the bubble wrap).
