Whatever. Stealing is stealing. I can understand if people grab food and water, but everything else should be punished to the full extent of the law.
There's a thread in hangout on this very topic. I think Venice is a good example of what the future of NO may be interms of dealign with a site of historic importance but from a planning point shouldn't have a major city. If I recall Venice's population is relatively small and that development and immigration to the city itself is highly limited with even quotos placed on the amount of tourists it can handle. At the same time though the Italian government is planning on building a massive system of moveable barriers to keep the lagooon from flooding. This project is slated to costs 100 of billions and once built could be rapidly rendered moot if the sea level rises a few more inches. From a historical standpoint and for its port NO should probably be rebuilt but I don't think it should be anything close to its present size. Like Galveston after 1900 NO's status as a major city may be over.

I see you have not addressed several of my points. 1. Looters are making the streets unsafe for other victims and rescuers. THey could be indirectly responsible for the death of others. 2. There is at least one report of a looter shooting people in the streets. This looter is directly responsible for someone's death. 3. Stealing jeans, televisions, and jewelry in no way enhances your ability to survive. Are you saying if things suck in your life you can do whatever you want? I ask you again, should homeless people have free license to rob whoever they want? I have sympathy for the victims in general, but none for the people looting for nonessential items. I'm sorry you cannot appreciate such distinctions. You keep stating that this is understandable, that it is human nature. Just because something is human nature doesn't mean it is acceptable. There are good and bad sides to human nature. Being part of civilized society means you are suppose to curb your bad impulses. These looters are making a bad situation worse, costing human lives, and exploiting their neighbors.
On CNBC I just saw a couple of grown men each carrying 5+ boxes of Nike shoes that they just stole from Foot Locker in NO. Walked right behind the cameras shamelessly. ....but I guess I should learn how to understand that looting is ok...

NO has a large black population, much like D.C. People with money left the city long ago and moved on the other side of Lake Pontchartrain. So if there is looting in the city, it's more than likely the thieves will be black.

Blanco spokeswoman Denise Bottcher described a disturbing scene unfolding in uptown New Orleans, where looters were trying to break into Children's Hospital. Bottcher said the director of the hospital fears for the safety of the staff and the 100 kids inside the hospital. The director said the hospital is locked, but that the looters were trying to break in and had gathered outside the facility. The director has sought help from the police, but, due to rising flood waters, police have not been able to respond. Bottcher said Blanco has been told of the situation and has informed the National Guard. However, Bottcher said, the National Guard has also been unable to respond.
