    As the guy is quoted in the article, it only needs to be tested if it affects certain processes, like registering or tallying the vote. This patch doesn't do that and doesn't need to be tested according to their control policies. It's the same at my company when we audit our financial controls. If the process impacts a number we put on the P&L, you have to subject changes to tests and reviews and so on; but if the process affects just a forecast number, for example, the full audit is not necessary. The guy is clearly referencing their control procedures and it all sounds very familiar and reasonable to me.

    there were no tests what so ever. it's not like they did a partial test. they didn't.

    yeah that's he says and that's how its designed but you still need to test for it.
