No.. You are falling into the trap of evaluating a QB when he playing against prevent D. This happened in game 1 when posters thought Mallet showed promise in the final quarter of the game.

Except that Mallet was playing against for a prevent defense in the 3rd quarter. Hoyer isn't gonna be consistently good, but he has shown solid play in stretches, unlike Mallet.
