I'm not sure why you think this, but it isn't true. Rick Smith isn't in charge of contracts or the cap for the Texans. I mean technically he oversees it as the GM, but the team has a dedicated position for a guy who handled that. I can't remember his name right now, but a google search would probably find it.

There is talent on this team, especially on defense. And not just Texan's first round picks too. Wilfork, Joseph, and Moore were all high picks from other teams. Talent is there. Either it is a bad fit or the coach's don't know how to coach them. Or a combination of both.
I get the point, but high picks doesn't mean "it must be coach/fit if it isn't working out". Wilfork and Joseph are getting older; Moore, Mercilus, etc. may never have been as good as their "high pick" status. High picks obviously aren't guarantees...gotta leave room for that.
There was a former NFL player on the radio a few weeks ago talking about the Texans defense. Saying that they were going to be awful because of the way the DB's were playing the receivers via footwork. Said it was a coaching error.
Jonathan Joseph is a 31, frequently injured corner. Vince Wilfork is soon to be 34 and weighs over 325 pounds. They WERE good players, they are not now. The team does have some talent, but not enough.

Joseph is the best corner in this defense. Not even debatable. Wilfork was very good just a year ago and his signing was praised by the experts in the off-season. Could he have declined that much in one year? I don't think so.
You're right. It could be just a bad player and a bad draft pick but how do you know which is which? It is easy to say it was a bad draft pick after the player doesn't work out. How many of these picks did earned Smith a bad grade by the experts immediately after the draft? All the talent evaluators usually (not always) aren't too far from where the Texans draft the players. My biggest issue is the position being drafted and not the player. Did they really need another CB this past draft that bad to draft one in the 1st round?
