The Texans are not going to beat a Dolphins *and* Patriots team playing to secure a playoff berth. Sorry.
It doesn't matter if they did, even. As far fetched as the Texans finishing 4-0 sounds, it is even more unlikely that the Steelers, Ravens, and Jets all finish no better than 2-2, the Titans lose at least one game, and the Jaguars finish no better than 1-3. Cause all of those things would have to happen in combination with the Texans finishing 4-0 for them to make the playoffs.
Maybe the fans can sell the tickets back to the team in order to lift the blackout? That way, we could watch a real game.
Texans- 31 Seahwaks - 14 Why? Because this game truly makes no difference, and that's the TRUE IDENTITY of this team. Show up when there's nothing left to play for. Let's just say for argument's sake we win the next two games, and Jacksonville loses both....that would mean that our game against Miami would all of a sudden matter again. Do you really believe this team will win a game that matters this season? I sure as hell don't.
The Rockets game starts at 11:30am Sunday, so it will be interesting to see how many Houston sports fans watch the TOR game instead of the Seakhawks game...
NFL owns. Sunday afternoons are for the NFL. I'm a Rockets fan, and I wouldn't have even been aware they were playing at that time were it not for your post.

A Texans loss and a Jacksonville win puts them officially ahead of the Texans in the wild card, and couple that with a Texans loss with a Denver win puts us completely out of the wild card.
I am a Texan fan (and former season ticket holder) and a Rockets fan. Once the Texans are out of it, my interest in the NFL drops significantly. Easy choice for me this Sunday... especially considering how entertaining Rockets games have been this season.
