I'm reading the rules on balks, and I can't tell definitively from them whether this Huang is balking...but I think he's balking. I just don't see how you can stand there lifting and pumping your foot with it pulled back partially in wind-up position then go straight into the pitch, and it's not a balk.
It's a balk. Especially when he picks it all the way up off the ground and sets it back down. If this was a closer game I guarantee you Hinch would be talking to the ump.
