It might be as simple as someone he knows confirming previously scheduled meetings have been canceled, "Hey, John, my calendar surprisingly opened up this morning, let's do lunch - Mark Vandermeer" might be driving this. I don't think the organization is collectively leaking news.
His stats are padded by being the clear cut #1 WR on a garbage team, but he wouldn't be the #1 WR here so I think it would be a very solid signing.
Exactly. The only way I could see this becoming a bad signing is if we overpaid him, but that isn't likely to happen. If he doesn't get injured and he preforms well, great. If he does get injured, if we don't pay him a lot, he doesn't become a huge problem.

Shorts is perfect for this offense and O'Brien knows it. O'Brien has a plan. I expect Shorts to be a Texas shortly. Plus, the med center.
Colts are out on Wilfork maybe: <blockquote class="twitter-tweet" lang="en"><p>For those asking about Vince Wilfork, I've been told the Colts do not plan on meeting with him.</p>— Mike Wells (@MikeWellsNFL) <a href="https://twitter.com/MikeWellsNFL/status/577507611484037120">March 16, 2015</a></blockquote> <script async src="//platform.twitter.com/widgets.js" charset="utf-8"></script>

Well that's a much more legitimate source than the first rumor, but I'd be interested in seeing the money and seeing it reported by one of the big guys.
Was hoping for an underrated signing at WR and I think Shorts fits. He hasn't been very good these past 2 seasons but I think with a better system and being a #2-4 option depending on gameplan will help him. Depends on his health and if he still has a little bit of speed as he has never been fast which is why he can't afford any muscle or tissue injuries. I assume Hoyer/Mallet will prove better QB's than Henne/Goebbert/Bortles were when they were throwing to Shorts. He had an excellent 2012 season for what it's worth and is only 27 so maybe he can produce if needed. At the very least, should be decent insurance in case our WR targets are gone before we pick in the first couple of rounds.
Cecil Shorts is good. Definitely held back by the QB play in Jacksonville (which I guess might be the same case here, but still a good signing).
