I don't think the government should be targeting certain classes. The Democrats before 1980 removed those barriers. It was the right thing to do, obviously. However the Democrat party prior to 1980 is not the same as the current democrat party. Certainly. There have been huge strides in black communities. That is true in terms of employment, reduction in child poverty, number of people with health coverage, etc.
