"Each House may determine the rules of its proceedings, punish its members for disorderly behavior, and, with the concurrence of two thirds, expel a member." Article I, Section 5 of the Constitution. The House rules change every new Congress. The Constitution left the running of the House up to the House, and every bill gets its own set if rules. Obviously, the size and importance of this bill makes the process used particularly unique, but there is nothing wrong or unconstitutional with what the Democrats did.
