I did a little digging but it is still remains unclear to me.

I assume that because we don't have enough room under the cap to give Landry a contract, renouncing him wouldn't bypass the MLE restriction.

I'm not the expert, but my guess is no... the reason being, even if we renounce landry, we have to use one of the exceptions to sign him -- and by using one of those exceptions, s&t are prohibited...

I believe I am right. Please correct if anyone sees the problem.

renouncing a player means you give up your right on this player. in the case of landry, he would be an unrestrict free agent. rox would be just like any other teams. you could do whatever you want with an unrestricted free agent but in the context of cap rules and those exceptions.

the current situation is that rox gave him a qualifying offer. the qualifying offer is not restricted by the cap rules and doesn't eat any part of any exceptions in the case rox has already been over the salary cap due to the right rox has on him. However, qualifying offer is defined by the league based on different case. The $$$ is controled by the league not by any team. since he served only one year, the qualify offer he gets is extremely low. rox would not expect he is going to agree on the qualifying offer but it gives rox the right to match other team offer.

According to the Salary Cap FAQ, which you quoted, the only way we could sign Landry after renouncing him would be at the minimum salary. I can't see him taking that.

But yes, we would still have the MLE to sign other FAs.
