If you read the article it describes what he actually said to follow up on that, and he's not incorrect that "practically speaking" using the Defense Product Act in the way that he did earlier on is practically the same powers he would be giving himself if an emergency is declared. CNN is click baiting for trolls they know will spam the internet thinking they just got a win against Biden, and then get clicks where people might actually read the article and say.... okay... that makes sense, and glad I got a bit more informed about the Biden agenda, and actions they have taken.
