    You need money to get the equipment and facilities in order to adequately train and develop athletes. I doubt many Indian swimmers will train in the Ganges. Many countries/governments are putting an emphasis on Olympic training and putting their resources into it, others are not and hopeful athletes in those countries must fend for themselves into qualifying for the Olympics (which many can't because they can't afford to travel to various qualifying events). Or they try to immigrate to the US, where they at least have the resources there.
