They're ranked at the top because they're much more consistent than anyone else. If you start at 17 and get 2 points deducted, you end up with 15. If you start with 16 and get 0.5 deducted, you get 15.5(I'm just using random numbers here, not trying to actually compare their scores). Hence, being consistent and flawless in your routines still plays a major part. In the old scoring system, being flawless was by far the most important thing. Now, it's less necessary. Hence, why it favors the Chinese team.
But the IOC approved them to compete, if you want to go by rules they are old enough to compete. Do I believe they are 16, no. But the IOC accepted their ages on the documents the Chinese national team submitted and that is good enough for me.

Your contention would make sense but in many cases the Chinese weren't doing the most difficult routines it appeared. Johnson was doing the hardest skills in many cases.
china is a communist. they can change things and you wouldn't even know it. they shouldn't have the age thing in the first place to have all this controversy. if they're good enough to compete, let them compete. it's the same thing with the NBA age limit. you generate more controversy with more rules and things like that.
Well the judging is horribly inconsistent at times; and it's been that way for as long as I've been watching. And I don't think they've implied anything about the contest being rigged or biased; in fact they went out of their to say it wasn't. But there have been concerns with some of the scores and it goes back to gymnastics being really subjective. Not only that but it's so hard to understand.
The US won gold and silver anyways, no harm done. Integrity of the the game is still there. At least shes from Texas
