Exactly. Any word is offensive if it is used in a negative connotation. All this PC stuff is really going too far, IMO.
Like some have said, any negative word can be condemned. Pretty much, you'll have to say you can't speak negatively about anyone. I say the word r****d. I would never call someone that clearly has a mental problem that. And I wouldn't do it on accident because I only use the word with people I know.. I don't go around insulting random people.

If you get too overly affected by what others do or say, you might be r****ded. j/k I sometimes kid so much, I wonder if others might be offended. It's not that I care, because I know they're r****ded.

I actually have a nephew that has learning disabilities. But, I don't care of one of my friends says Ron Artest is r****ded. Or that outfit looks r****ded. It's just an expression. Not normally intended to hurt people's feelings. If used with malice, towards a person with learning disabilities, I'd feel differently.
